2.1 Carbon Removals and Carbon Farming |
Policy issues this quarter have focused on inter-institutional discussions ahead of the publication of the final text of Permanent Carbon Removals, Carbon Farming and Carbon Storage in Products Regulation (CRCF 2024/3012) in the Official Journal of the European Union, which happened on December 6th. Following the entry into force of this Regulation (20 days after its publication in the Journal), this document will become directly applicable in all EU member states. EURAF has proactively contributed to the development and preparation of the initial drafts of the Carbon Farming Delegated Act to determine the rules for Monitoring Reporting and Verification of carbon farming (see EURAF Policy Briefings #8 and #20). There are three proposed methodologies: “agricultural mineral soils and agroforestry”, “afforestation of degraded and abandoned land”, “rewetting of peatlands”. Notably, there is agreement that CAP subsidies can be received for the first 5-6 years of agroforestation and afforestation schemes without affecting the requirement for “additionality” in carbon farming certification, or the assumed baseline. It is important that regeneration of existing silvopastoral systems is also eligible for certification. Further discussion will take place at the 2nd EU Carbon Farming Summit in Dublin on 3-5 March 2025 (event hosted by Project CREDIBLE) with a session on agroforestry-carbon-farming being scheduled. |
